In an endeavor to attract foreign investments, boost tourism, and provide easier access to abundant opportunities within the ECOWAS region, the Authority of ECOWAS Head of State and Government adopted the introduction of ECOVISA, a single visa system similar to the Schengen model, in 2011.
Now, the ECOWAS Commission is actively working towards realizing this visa system for third-country migrants.
The Seventh Heads of Immigration Meeting, organized by the Directorate of Free Movement of Persons and Migration of the ECOWAS Commission, took place in Accra, Ghana on May 25, 2023.
The primary objective of the meeting was to discuss the implementation of ECOVISA, including its associated costs, design, and control mechanisms, as recommended by visa issuance and control experts from member states.
The gathering served as a platform for representatives from national immigration services of ECOWAS member states to foster cooperation and coordination on matters related to border and migration management in the region.

During the meeting, it was proposed that a comprehensive comparative analysis of visa regimes in other continents be conducted to ensure the alignment of ECOVISA implementation with global best practices.
Furthermore, the Heads of Immigration recognized the importance of regular engagement to discuss modalities and assess the progress of ECOVISA implementation at different stages.
These recommendations and decisions were based on the report provided by the ECOVISA Experts, who convened in Accra on May 22 and 23, 2023. The experts focused on visa design, visa regime, visa costs, and other technical considerations necessary for the smooth implementation of ECOVISA.
The ECOWAS region has consistently pursued a harmonized approach in implementing the Protocol of Free Movement of Persons since its adoption.
Member states have prioritized creating a secure environment for migrants and removing barriers to facilitate mobility, particularly for community citizens. Achieving these objectives requires a collective effort from all stakeholders and key actors involved in migration management within their respective countries.
As the implementation of ECOVISA progresses, it is expected to enhance regional integration, increase economic opportunities, and promote cultural exchange within the ECOWAS region, ultimately fostering greater unity and cooperation among member states.
