Rwanda Correctional Services (RCS) is set to introduce virtual visitations in prisons, according to the Minister of Justice, Emmanuel Ugirashebuja.
The announcement was made during the recent leadership retreat of the Rwanda Investigation Bureau (RIB) in Bugesera district.
The innovative technology aims to transform the traditional prison system by enabling inmates to connect with their loved ones through digital platforms.
Minister Ugirashebuja emphasized that this initiative is part of the ongoing modernization of the criminal justice policy, stating that e-visits would eliminate the need for face-to-face visits.
Although specific operational details were not disclosed, Minister Ugirashebuja assured the public that the RCS is actively working on the development of the e-visit system.

The implementation of e-visits has been successful in other countries like Sri Lanka, where visitors are required to register their identities and submit official identification documents.
Once registered, visitors can reserve visiting time using a unique registration number certified by a prison officer.
During video calls, only the registered individual is required to appear, but others can join with the inmate’s consent.
Prison officers closely monitor the calls and promptly disconnect any conversations that pose a threat or involve inappropriate content.
RCS officials stress that the introduction of e-visits is still a project under development and subject to potential changes. Detailed explanations will be provided once the system is approved.
The implementation of e-visits represents a significant milestone for Rwanda’s justice system as the country strives to enhance the well-being of inmates and facilitate their reintegration into society.
